In July 27, 2011 Prime Minister promulgated Decision No. 1271/QD-TTg on conducting the Economic, Administrative and Public-Service Establishments Census in 2012.

  1. Objectives of the Census: collecting information of economic, administrative and public-service establishments (i) to assess their development by quantity, manpower, business outcomes, IT application; structure and arrangement of establishment  and labor by locality, economic sector, type of ownership …to meet the needs of management of the Government, line-ministries and localities; (ii)  to compile 2011 official statistical indicators for specialties  related to businesses and individual units (number of units, number of workers, capital, assets, production and business outcome, investment implementation status…); (iii) to complete data for annually sample statistical surveys, to derive Gross Domestic Products (GDP) and others indicators of the System of National Accounts (SNA) for the whole country and for each province; (iv) to update data for the enterprise database, the general sample frame of economic, administrative and public-service establishments for use in sample surveys to be conducted in period 2013-2017.
  1. The content of the Census will include following groups of information:

a)General information about the establishment: identity information, type of activity, type of organization, type of ownership;

b)Information about labor force and income of laborers: information about employer of the establishment; its manpower (family laborer(s), outside hired laborer(s), foreign laborer(s), professional skill, sex, age); income of laborers;

c)Information about production and business results and activities: assets, capital resource; production and business results; taxes and contributions to the state budget; investment capital; situation of technology application in manufacturing enterprises; technique research, development and renovation activities; special activities: agriculture, forestry and fishery, industry, waste collection and treatment, construction, trade, transport, warehouse, hotel and restaurant, tourist, financial intermediate, insurance, health care, education, others…; energy consumption of the establishment;

d)IT application status: using computer for production and business; using internet for  production and business; using e-commerce: trading via internet;

e)Information about real status and problems of the establishment in running production and business; its access to capital resources; purposes to access to capital resources; results from the access; reason for the access being disallowed;

As compared with the previous census in 2007, this census has new features like emphasizing on the objective of deriving GDP, 2011 SNA indicators for economic sectors, the whole country and each province; carrying out integration of census with business and individual surveys; application of new method for collecting information from businesses, by which each enterprise will conduct writing of information for its branch establishments; additional indicators to assess the real status and problems of the enterprise in running production and business, situation of applying technology in manufacturing industries;  technique research, development and renovation activities; enterprises’ access to capital resources; indicators showing the system and results of health care, education and training under all types of establishment and ownership.

  1. Coverage of the census:     Investigated units are production and business establishments (businesses and foundations directly under domestic enterprises,  representative branches/offices of foreign enterprises, individual business establishments), Party and Government organizations, unions, associations, public-service units, religious establishments, excluding households running agriculture, forestry and fishery (which were included in 2011 Agricultural, Rural, Forestry and Fishery Census) and foundations of foreign diplomatic corps, embassies, consulates and international organizations working in the territory of Vietnam.

Units under ministries of National Defense and Police are investigated separately by direct guidance from the two ministries according to the general plan by the Census Central Steering Committee.

  1. Time for Census: From April 01 to May 31, 2012 for business block; from July 01-30, 2012 for administrative, public-service, individual and religious blocks.
  1. Census scope: complete enumeration throughout the country.
  1. Method of collecting and processing information: direct interview combined with indirect investigation is used according to each type of investigated unit. Data entry, processing and tabulation are done with computer using unique software over the country.
  1. Main progressive landmarks:

a)Preparatory work: from 2011 to the end of March 2012

b)Collection of information at enumeration areas: from April 01 to May 31, 2012 for business block; from July 01-30, 2012 for administrative, public-service, individual and religious blocks.

c)Publication of census results: Preliminary data will be released by end of December 2012. Official data will be released by 3rd Quarter of 2013.

  1. Implementation of preparatory work

Acted upon Decision No. 1271/QD-TTg, the Ministry of Planning and Investment (MPI) directed the General Statistics Office (GSO) as role of the focused office for conducting the census, in coordination with line ministries and localities to take initiative in actively carrying out the preparatory work. Basic jobs now have been accomplished: establishing census steering committees (CSC) at all levels, steering committees for ministries of National Defense and Police; promulgation of census plan, questionnaires, procedures, forms and tables, professional documents; checking list of enterprises for the census; sampling; professional training for local census steering committees of all levels, steering committees of ministries of National Defense and Police, supervisors at central and provincial level; planning and holding propaganda events; preparing software for data entry , processing and tabulating; making budget estimate and preparing necessary commodities and materials for the census…

  1. Important jobs to continue carrying out

a)Making lists of census units of administrative, public-service, individual and religious blocks: list is made for each enumeration area to ensure collection of correct information, no missing or duplication;

b)Recruiting enumerators and heads of groups for administrative, public-service, individual and religious blocks: CSCs of all levels will recruit sufficient force of enumerators to keep the census in time and quality of process of collecting information, at the same time use finance economically in recruiting and training enumerators and heads of groups;

c)Training CSCs at communal level, enumerators for administrative, public-service, individual and religious blocks;

d)Propaganda: two phases of propaganda will be carried out according to two periods conducting the census: end of March and early April 2012, and end of June and early July 2012. This needs to mobilize various ways of propaganda as much as possible in accordance with social and economic characters of each locality to gain positive support from census units;

e)Carrying out collection of data: enumerator will go directly to census unit to collect information or train and guide census unit in writing down information to questionnaire. CSCs of all levels will set up supervision delegations and send supervisors to enumeration areas to monitor the work soon as beginning days of collecting information, discover in time any errors to correct, ensuring collected information to meet requirement.

f)Official acceptance, hand-over of questionnaires and related materials: based on the procedures for official acceptance and  hand-over of documents, CSCs of all levels will conduct the work and finish it by October 2012;

g)Processing, tabulating, analyzing and publishing census results.

–          Data entry software will be fully completed in April 2012 for enterprise questionnaires and in July 2012 for administrative, public-service, individual and religious questionnaires; processing and tabulating software will be finalized before July 15, 2012. Processing of enterprise data will finish in September 2012; processing of administrative, public-service, individual and religious data will begin from November 2012 and finish in June 2013;

–          Releasing census preliminary results at end of December 2012, official results in 3rd Quarter of 2013; special subject analysis will be done from 4th Quarter of 2013 to 1st Quarter of 2014;

–          Types of releasing census data: (i) Press conference to announce census preliminary and official data; (ii) Publications: report of census preliminary results, aggregated tables of official data, special subject analyses and others; (iii) Compact Disc (CD); (iv) GSO’s webpage; (v) database.

h)Summery, emulation, reward: A summery conference will be hold in 4th Quarter 2012 by district CSC, in 1st Quarter 2013 by provincial CSC and in 3rd Quarter 2013 by central CSC.

To successfully conduct the census, CSCs of all levels, CSCs of ministries of National Defense and Police should direct to fulfill remaining jobs in accordance with said plan, procedures and schedule, particularly strengthen the task of checking and supervising the collection of information in enumeration areas. Besides that, management and use of census budget should be done in an economical way and in accordance with the rules.

2012 Economic, Administrative and Public-Service Establishments Census is an important and large scale one, relating to many investigated units, its content is complicated and it is conducted in a context of many difficulties occurred in the social and economic situation over the world and at home. However, under the close guidance of the Party and administrations of all level together with the cooperation of respondents and investigated units and the entire community, the census will be fruitful./.
