On the morning of February 20th, 2019, in Hanoi, the General Statistics Office held the press conference on the Scheme for measuring the non-observed economy. The Scheme was approved by the Prime Minister Nguyen Xuan Phuc with the Decision No. 146/QD-TTg dated February 1st, 2019. Mr. Nguyen Bich Lam, Director General of GSO, Deputy Head of the Steering Committee for development of the Scheme, chaired the press conference. Attending this event were leadership of the GSO, representatives of leaders of units under the GSO, representatives of relevant ministries and line-ministries, members of the Steering Committee, the Editorial Team for the Scheme, representatives of press agencies.

At the press conference, Mr. Nguyen Bich Lam, Director General of GSO presented basic contents of the Scheme and plan for implementing the Scheme. The non-observed economy (NOE) comprises five groups that are underground, illegal, informal or undertaken by households for own final use, and some activities missed because of deficiencies in the basic data collection systems. The Scheme aims to (1) assess the production and business results of NOE in order to fully and comprehensively reflect the economy’s scale; (2) continue to innovate and improve professional knowledge and skills in statistics in general and the national account compilation skill in particular, step by step approach international statistical standards and practices; (3) contribute to improve the legal system, mechanisms and policies and enhance the efficiency of State management for the economy.

According to the Scheme implementation plan, in 2019, the GSO will finish its study of methodology and international experience; determine the scope and scale of the non-observed economic sector in the country’s economy; choose measurement methods and conduct test measurement; uate results, learn from experience. From 2020, the official measurement will be implemented; the results of compiling the gross domestic product (GDP), gross regional domestic product (GRDP) and relevant socio-economic indicators will be updated every year.

Also at the press conference, the GSO together with members of the Steering Committee and Editorial Team for the Scheme responded the questions of participants and reporters. The GSO affirmed that they had enough professional skills and capacity to complete and implement the Scheme in accordance with the standards and requirements for the roadmap proposed.
